The Stillwater Police Department Jail is a historical custody source, not the current place to wait for someone booked by Stillwater police. The city announced a jail-service contract with Payne County effective July 1, 2026 and closed its city jail. Before that boundary, a city booking could end with direct release, transfer to Payne County, or transfer elsewhere. After it, current custodial bookings route to Payne County Detention Center.
The court system did not merge with the jail service. Stillwater Municipal Court continues to handle city-ordinance cases, while state felonies and misdemeanors ordinarily proceed in Payne County District Court. A person may have records in both systems. The charge and case forum, not merely the arresting officer's agency, determine where the legal disposition appears.
Use July 1, 2026 as the custody-location boundary. Older Stillwater jail records are historical; current jail verification begins with Payne County.
Confirm a Stillwater Jail Release
Begin with the arrest and booking date. For a pre-closure city-jail episode, ask Stillwater police where the city record is kept and search the proper court. For a current episode, search the Payne County current roster. The roster only proves current county custody. Its no-result message says the person may be released or transferred.

Ask whether the person was directly released, transferred to Payne County, or transferred elsewhere. A precise existing-record request is better than a general request for an explanation.
Stillwater Jail Closure Record
The City of Stillwater transition notice is the controlling source for the closure and county contract. It makes old local jail directions materially stale. A guide published before the change may still name the city jail as the pickup or records location, even though current custody now goes to Payne County.
The former jail was a municipal facility tied to city police processing. It was not the Payne County Detention Center, an ODOC prison, or a federal facility. Its records must be described as historical after closure. City police may still arrest someone and Municipal Court may still hear an ordinance case, but those facts do not establish that the closed jail holds the person.
Stillwater 2025 Release Statistics
The Stillwater Police Department 2025 Annual Report provides the final full-year context before closure. It says the jail processed 1,010 people. Of those, 523 were directly released, 453 were transferred to Payne County, and 34 went elsewhere. The average time before release or transfer was 8 hours 18 minutes.
These figures are not 2026 Payne County release totals. They describe the former city operation. Their value is practical: almost half of the processed people were transferred, so leaving one local roster frequently did not mean community release.
Stillwater Court Records After Release
A court docket can explain why the booking ended long after a live custody entry disappears. For a city-ordinance case, use Stillwater Municipal Court. For a state case, search OSCN under Payne County or ask the Court Clerk for the filed order. Look for bond, dismissal, plea, judgment, sentence, commitment, warrant recall, revocation, or completion entries.

Stillwater Transfer to Payne County
When a historical Stillwater record says “transfer to Payne County,” search the county booking as a separate custody episode. The city exit time and county admission time may differ. The county roster can show continued custody, while a later county discharge record states bond, time served, another transfer, or a court-ordered release.

A citation and release may not produce the county-jail entry a searcher expects. Ask the arresting agency where the person was booked and which court received the charge.
Oklahoma VINE for Stillwater Releases
Oklahoma VINE supports anonymous custody checks and notifications by web, app, phone, email, text, or TTY. Search the person, compare identity details, and read the literal event, reporting facility, and update time. Release and transfer are separate events. A VINE report reflects what a participating agency supplied and does not replace the historical city record or court case.
For a current county booking, the Payne sheriff itself points to VINE when its roster has no match. Registering for an alert can reduce repeated name searches, but an urgent event should still be confirmed with the reporting agency through its official number.
Stillwater Release Record Limits
The Oklahoma Open Records Act governs access to kept public records while allowing specific exemptions. A request may be redacted for protected juvenile, medical, victim, witness, security, or sealed information. Ask for the releasable portion and the statutory reason for any withheld material.
