The official detention center page says the building was completed in 2009. It occupies 75,000 square feet and can house up to 404 men and women. The sheriff reported 33 staff members plus designated jail leadership at the research date. Those figures describe the facility, not the current population and not the number released in any period.

The facility page named Captain Reese Lane as jail administrator and Lieutenant Gina Hutchison as assistant administrator when researched. Personnel may change, so the sheriff's current page controls. None of these operational facts means every municipal arrest ends in a Payne booking. Citation and release or brief holding elsewhere can occur.
Where Payne Releases Leave
The sheriff's FAQ directs released people to the west door on Duncan Street between Sixth and Seventh Streets. Family pickup should be planned only after the jail confirms clearance. The location is not a schedule and does not permit anyone to block the exit or enter a secure area.
Bond processing includes a nationwide warrant check. Peak activity may add time. When the courthouse is closed on a weekend or holiday, a judge is typically called between 12:30 and 1:30 p.m., with callers advised to allow until at least 1:30 for bond setting. Stillwater Bookings Now Reach Payne
Stillwater closed its municipal jail and moved jail services to Payne County on July 1, 2026. Current Stillwater custodial bookings therefore route to the detention center, although Stillwater Municipal Court still handles city-ordinance cases. Older city-jail records remain with the historical custodian and the proper court.
The change makes the arresting agency, booking location, and case forum distinct questions. Cimarron Transfers from Payne Custody
Cimarron Correctional Facility in Cushing now serves a USMS contract role and is also listed by ICE. It is not a current ODOC prison. If the Payne discharge entry names Cimarron or a federal authority, county roster removal marks a transfer rather than return to the community.
Follow the federal court and USMS path before sentence, BOP after a federal commitment, or the ICE locator for immigration detention. The receiving authority and court record determine which branch applies. An older reference to Cimarron's former Oklahoma prison role should not send a current federal detainee to OK Offender.
