To find someone released from Federal Bureau of Prisons custody, use the nationwide BOP locator rather than the Payne County jail roster. No federal prison was found in Payne County, but a person with a local connection may serve a federal sentence elsewhere. BOP results can show a release date and whether the person is out of BOP custody. They do not resolve USMS pretrial detention, ICE custody, state imprisonment, or county release. A federal release search must match the person, identifier, custody stage, and court record before any status is treated as final.

Federal BOP Release Records

The Bureau of Prisons locator covers federal inmates released after 1982 and people currently within BOP's prison system. Search results can display a name, register number, age, race, sex, release date, and location. A released result supplies useful federal custody context, but it is not a universal record of every federal arrest or detention.

USMS generally manages federal prisoners from arrest through acquittal or commitment, often using contract detention space. A pretrial detainee may not appear in BOP. ICE operates a separate civil immigration system. State prisons use ODOC. Payne County Jail uses the sheriff's records. Choose BOP only when a federal sentence, commitment, register number, or reliable court record points there. The Payne County search route separates those systems for local cases.

BOP scope: “Released” or “Not in BOP custody” does not rule out supervision, ICE detention, state custody, or another agency's hold.

Search Federal BOP Releases

The official BOP Inmate Locator offers identifier and name searches. Identifier search is strongest when the correct number is known. BOP accepts its register number as well as DCDC, FBI, or INS numbers. A name search can be narrowed by age, race, and sex, but those filters do not replace identity confirmation.

  1. Select the identifier search when a verified federal number is available. Otherwise enter the legal first and last name.
  2. Use optional biographical filters to reduce same-name matches, then compare every displayed identifier.
  3. Read the location and release-date fields together. Do not treat one field as the whole custody history.
  4. If the result says “Released” or “Not in BOP Custody,” note the exact wording and access date.
  5. Compare the result with the federal docket and any known USMS, ICE, state, or supervision status.

BOP warns that data can lag. First Step Act sentence recalculation can also make a date temporarily stale. A future date is an estimate from the current federal record. A past date with a current-custody conflict needs agency confirmation rather than an assumption that the locator or the other record is wrong.

Note: Use a register number when possible because federal name searches can return people unrelated to the Payne County inquiry.


Federal BOP Result Fields

BOP's public fields answer a narrow question: what does the federal prison system report about this person? They do not explain every court event or post-custody condition. Compare the result to the sentencing case when the legal meaning of a date matters.

A person can leave a BOP institution and begin federal supervised release. Supervised release is a court-imposed period in the community after imprisonment, overseen through the federal probation system. It is not BOP incarceration, but the criminal sentence can still carry active conditions. Describe the person as released from BOP custody, not free from every justice-system obligation.


Federal BOP Release Records

The locator is a convenience layer. When a formal record is needed, ask BOP for an existing release, designation, sentence-computation, or movement record through its proper records process. Supply the name, register number, date range, and exact document sought. Privacy and security rules can restrict what BOP releases about another person.

For the legal authority, use the federal court docket and obtain the actual order. A sentencing judgment explains the imposed term. A release order explains a court-directed exit. Neither automatically supplies the precise institution departure time. BOP movement or release records answer that operational question.

Federal inmates released before 1982 fall outside the locator's main coverage. The research identifies an archival route, commonly the National Archives, using names, aliases, birth details, and approximate prison dates. Do not interpret a no-result for an older case as proof that the person never served federal time.


USMS Versus BOP Release

USMS and BOP occupy different stages. USMS holds federal arrestees from arrest through acquittal or commitment and contracts with state, local, and private facilities. BOP generally manages the prison sentence after commitment. This division is central to Payne County because Cimarron Correctional Facility in Cushing operates under a USMS agreement. Confirm the custody stage before selecting any federal locator.

USMS does not provide a general public historic-release locator comparable to BOP and limits public access to prisoner histories, photographs, and arrival or departure times. For a pretrial person, use the federal docket to identify orders and the responsible district to resolve custody. After commitment, look for the BOP designation and locator record.


Cimarron Federal Release Branch

Cimarron Correctional Facility is the most important local federal branch. CoreCivic's USMS agreement began in 2020 and covers a reported 1,692 beds. ICE also lists the site under its Dallas Field Office. Current detainees should not be routed into ODOC simply because Cimarron formerly housed Oklahoma state prisoners.

A Cimarron exit can mean federal court release, transfer to another USMS contract facility, BOP commitment after sentence, movement into ICE authority, immigration release, or removal. Search BOP only after the record indicates a BOP commitment or register number. For USMS pretrial detention, use the federal court and Marshals Service. For an A-number or immigration case, use ICE.

Note: Cimarron's present USMS and ICE mission supersedes stale pages that still describe an active ODOC state-prison population.


Payne Custody Locations Change

Facility missions and local custody arrangements can change while old web pages remain. Stillwater closed its municipal jail and contracted with Payne County beginning July 1, 2026. Cimarron had already changed from an ODOC role to a federal mission in 2020. Both facts show why the custody date and current operator matter.

Stillwater's change does not create a federal case. It redirects current city bookings to the Payne County Detention Center. Cimarron's change does not turn county detainees into BOP inmates. It creates a federal search branch only when a court, warrant, detainer, or transfer record ties the person to that facility. Keep the two changes separate.


Federal Release Chain Checks

Build a short timeline when federal and local records overlap. Start with the Payne County admission and discharge record if the person was first held locally. Then record the federal court case, USMS placement, BOP commitment, BOP release, and any ICE or supervision event. Not every person will have all stages.

Use dates as checkpoints, not as proof by themselves. A sentencing date can precede transfer to BOP. A BOP release date can precede the first federal supervision contact. An ICE admission can follow the end of federal prison custody. When the public locator and docket seem out of order, ask the record custodian which event the date represents. This method is especially useful for a Payne County connection because the person may never be housed in a federal prison within the county.

If BOP says released while ICE lists current detention, describe the two events in order. If Payne County no longer lists a person but the federal docket shows a writ, ask whether the county discharge was a temporary federal transfer. Exact terms matter because one system can close its custody episode as another opens one.
