ICE Payne County Release Paths
ICE detention is a federal civil immigration process. It is not a county criminal sentence, an ODOC prison term, or BOP incarceration. An ICE detainer can affect what happens when local charges clear. The county may record a discharge or release from its own booking while the person transfers directly into immigration custody. The county roster then goes blank even though detention continues.
No current ICE detention facility operated by Payne County and no county ICE detention contract were verified in the research. That does not remove the immigration branch. ICE lists Cimarron Correctional Facility in Cushing under the Dallas Field Office. A person can also be held elsewhere in the national network. Use the last agency, A-number, and transfer documentation instead of assuming the nearest listed site.
Search ICE Detainee Releases
The official ICE Online Detainee Locator System has two search modes. The strongest uses an exact A-number and country of birth. An A-number should contain nine digits, so add leading zeros when the known number is shorter. The other mode uses exact first and last name plus country of birth, with date of birth as an optional narrowing field.
- Choose the A-number search when the verified immigration identifier is available. Enter the country of birth exactly as requested.
- Otherwise use exact biographical details. Check spelling, order, and any hyphenated names before deciding there is no match.
- Compare the result with the person and last known custody location. Do not rely on a similar name.
- Record the status, facility, access time, and any update information displayed.
- If there is no result, call the ICE Detention Reporting and Information Line at 888-351-4024 and use the responsible field-office route.
The locator does not search people under 18. ICE also applies safety or discretionary exclusions, and upload delays can occur. Official guidance has described coverage of current custody and a limited window for some recently released people, but that does not create a complete historic archive. No-match cannot prove release.
Note: Keep the A-number private and use it only through official ICE channels when resolving a specific custody event.
Read ICE Release Results
An ICE locator result is a custody-location tool, not a full immigration case file. It can help identify current detention and a reporting facility. It does not necessarily show the entire route, reason for release, removal history, or legal basis. Read the precise interface language and then ask the field office or record custodian for the document that answers the remaining question.

Removal and release are not the same. Removal concerns departure from the United States under immigration authority. Transfer means the detention location or custodian changed. Release means ICE detention ended under the terms reflected by the agency. Use only the term supported by the record.
ICE Release Contact Route
Use the national locator first for a specific adult. Then contact ICE through an official number or field-office address if the result is absent, delayed, or inconsistent. Do not call a number taken from an unexpected message. The Dallas Field Office is the published route for Cimarron inquiries in the current facility directory.

For the county side of the event, request the Payne County jail register and booking/release sheet from the sheriff. Ask for the date and manner of discharge and the receiving agency. That entry can establish whether the county treated the exit as transfer to ICE. It cannot replace ICE's own status.
Cimarron ICE Release Records
Cimarron Correctional Facility is located at 3200 S. Kings Highway in Cushing and is operated by CoreCivic. It also holds a USMS contract role. That mixed federal mission means a person at the building is not automatically an ICE detainee. Establish the controlling agency from the A-number, federal case, facility communication, or transfer record.

The captured directory page supports the immigration branch, while the person-specific locator and Dallas Field Office are needed to resolve an individual release or transfer.
CoreCivic lists facility phone 918-225-3336. The operator can route a current facility question, but ICE controls the immigration case and release record. USMS controls its pretrial placements, and BOP handles people committed to federal prison. A Cimarron exit must be assigned to the authority that held the person at that time.
ICE and Criminal Custody
A person connected to Payne County can move through county, state, federal criminal, and immigration systems. Their identifiers and status terms differ. The full custody chain prevents one agency’s release from being mistaken for the end of all detention. Oklahoma VINE may report a county custody event, but it is not the ICE locator and does not establish immigration case outcome. Likewise, a court dismissal in Payne County does not cancel an ICE detainer. Obtain the county discharge term, then verify the federal status.
Note: Two-source confirmation is vital when a county release event and an ICE admission may occur on the same day.
Payne Custody Changes Matter
Stillwater closed its municipal jail and moved jail services to Payne County effective July 1, 2026. That local change means current Stillwater bookings route to the county even though Municipal Court retains city-ordinance cases. It does not create ICE detention, but it can change which agency holds the initial discharge record.
Cimarron underwent a different mission change. Its older ODOC identity ended before the current USMS contract and ICE listing. A search built from an old state-prison page can send a family to the wrong locator. The custody date and current official directory must control. Use ODOC only for a documented historical state record, not a present Cimarron immigration case.
Request ICE Release Records
A formal request should identify the exact existing federal record sought. Use the person's A-number, verified name, date of birth when permitted, last known facility, and a narrow date range. Ask for detention, transfer, or release documentation rather than a broad explanation of the entire immigration matter. Federal privacy and security rules can limit disclosure, especially for another person's case.
The county record is requested separately. Payne County's online records form accepts a description and requester contact information. For a transfer tied to a county booking, ask for the jail register, booking/release sheet, release authority, and receiving agency. The sheriff gives applicable fees after review and says not to prepay. No flat release-record fee or promised response time was published.

Keep the county and immigration records as separate items in that timeline. One documents a criminal-jail episode; the other documents civil immigration custody.
